Environmental Policy

One, you will discuss the history of the issue at hand.  The issue at hand in this instance is the government taking action to bring about the replacement of the emissions producing vehicles (passenger cars and trucks, etc.) that make up the majority of vehicles in service today with zero-emissions vehicles.  You are to provide an overview of this issue, being sure to mention various past efforts by governments (state and national) to bring about this transition, paying particular attention to efforts in New York, culminating with this legislation.
 
Two, you will identify the policy actors who supported this policy.  That will, of course, include the sponsors of this legislation in both State Assembly and State Senate and their fellow legislators who voted for it, as well as any other policy actors, e.g., special interest groups, bureaucratic agencies, prominent individuals, etc. who expressed support for the policy.  You may include actors who have spoken out in favor of governments taking action to expand the number of zero-emission vehicles in service in general, not just this particular piece of legislation.  As part of your identification of the policy actors who supported this policy you will also explain the reasons they provided for supporting the policy, in other words you will explain their motivations.
 
Three, you will identify the policy actors who opposed this policy.  That will, of course, include members of the State Assembly and State Senate who voted against this legislation, as well as any other policy actors, e.g., special interest groups, bureaucratic agencies, prominent individuals, etc. who expressed opposition to the policy.  You may include actors who have spoken out against governments taking action to expand the number of zero-emission vehicles in service in general, not just this particular piece of legislation.  As part of your identification of the policy actors who opposed this policy you will also explain the reasons they provided for opposing the policy, in other words you will explain their motivations.
 
Four, the legislation states that it is the goal of the state that one hundred percent of new passenger cars and trucks offered for sale or lease, or sold, or leased, for registration in the state shall be zero-emissions by two thousand thirty-five.  You will discuss the potential problems in implementing this legislation, that is, what difficulties might be encountered that would keep New York State from reaching that goal by 2035?  You are to identify any potential problems and explain why they are potential problems.  You are not required to make any sort of assessment of the likelihood of the state achieving its goal; you are merely to identify and explain any potential impediments to the state achieving its goal.
 
 bonus part:  discuss any unintended consequences that might result from this policy.  As part of the discussion you will need to explain how the policy would in these consequences, and whether these consequences could be considered good or bad, and whether they would end up supporting the goals of the policy, undermining the goals of the policy, or not having any effect on the goals of the policy.  Again, this part is optional, and failure to do this part will not adversely affect your grade.
