Profile 2 – An Overview of a Ministerial portfolio in the federal government of Canada

For  the  second  profile,  you  are  tasked  with  providing  an  overview  of  a  Ministerial portfolio  in  the  federal  government.  You  should  provide  a  description  of  the  institutional environment for which the Minister is responsible. This will include departments and agencies that are in the portfolio, the statutory framework for these institutions, the Minister’s related powers, duties and functions, and senior public service positions reporting to the Minister. You should also discuss  what  parliamentary  relationships  this  portfolio  has.  This  should  be  done  in  a  4-5  page paper, in which you will need to consult four primary sources from the Government of Canada and one academic, peer-reviewed source. Please note that failure to use the minimum number of sources can result in a failing grade for the assignment. Please note that this is for a Ministerial portfolio in the federal government.
 
For this assignment you will need to:
– identify a Ministerial portfolio in the federal government (to see the range of ministerial portfolios in our federal government, please see https://www.ourcommons.ca/members/en/ministries (Links to an external site.)). Sometimes Ministers are responsible for more than one area, such as in the example of Lawrence MacAulay who is the Minister of Veterans Affairs and also the Associate Minister of National Defence.
– provide an overview of the Ministerial portfolios of one individual Minister. You should provide a description of the institutional environment for which the Minister is responsible. This will include: 1) departments and agencies that are in the portfolio, 2) the statutory framework for these institutions (what statutes govern the exercise of power, their rights and responsibilities); 3) the Minister’s related powers, duties and functions, and senior public service positions reporting to the Minister.
– discuss what parliamentary relationships this portfolio has.
